Thomas Barstow was named as Chief of our Department on February 14, 1996. Chief Barstow is a graduate of the Executive Fire Officers Program at the National Fire Academy in Emmitsburg, Maryland. Chief Barstow holds a Bachelor of Professional Study in Fire Administration from the University of Memphis. Chief Barstow is an active member of the International Association of Fire Chiefs, South Carolina Fire Chiefs Association, and Horry/Georgetown Fire Chiefs Association. Chief Barstow brings to our Department his 24 years of Fire Service experience where he has worked as Firefighter, Fire Officer, Battalion Captain and Training Officer. The knowledge and experience that Chief Barstow brings to our Department is invaluable in our efforts to protect the City of North Myrtle Beach from the dangers of fire and other emergencies.

Battalion Capt. Roulo has been with the city since July of 1978 and started as an equipment operator for the street department and well as a volunteer firefighter for the city. Batt. Capt. Roulo is originally from Olean NY and has lived here since 1975. Batt. Capt. Roulo has earned two (2) A/S degrees, one from Horry Georgetown TECH in automotive tecnology and from University of Cincinnati in fire science and is currently working on his B/S in business administration. Batt. Capt. Roulo is a IFSCA Instructor 1 and F/F 1.
